The cited rate is the first non-Spot PAYG consumption meter the API returns for that line in West Europe. The Arc or Local fee is not the price of the guest virtual machine or SQL workload. Default quote is West Europe, USD list, 730 hours, pretax. Spot is not the cited rate and is never selected for you.
